Program Admission Procedure for Mexican Students

Admission procedures to the DD program between IPN-DCE (ESIME Culhuacan) and UEC PhD program are detailed in this document.

 There are two cases of admission depending on the initial status of the candidate.

 1.      Before the admission to the IPN-DCE program, the candidate has already established contact with a possible UEC supervisor and an IPN supervisor. (Case 1)

 2.      The PhD student is already enrolled in the IPN-DCE program and applies to the DD program during his/her first two semesters. (Case 2)

 

Requirements and procedures

 

 Case 1:

 (1)      The candidate must satisfy requirements established in the article 8 of the IPN regulations for graduate studies, including the achievement of satisfactory results of the four abilities of the IPN English exams or equivalent level in the International English Exam*1, such as Common European Framework, B1 or equivalent score of the other international English test.    

  

*1:  All results obtained in the International English test must be revalidated by the “Dirección de formación en Lenguas Extranjeras” of the IPN.

 (2) The candidate must submit a summary of the proposal of his/her PhD thesis with the signatures of IPN and UEC supervisors before the deadline*2.

                  *2:  June 15th for the admission of semester beginning in August; and November 15th for admission of the semester beginning at the end of January

 (3)      The candidate starts all procedures required for admission to the UEC PhD program*3.

                      *3: According with the schedule of the UEC, the candidate, both supervisors and officers of the DD program of both institutions perform the required procedures.

 (4)      The candidate must submit his/her complete proposal before the oral exam*4.

 The proposal must contain study plan with time schedule of his/her activities, including the realization place (IPN or UEC).  The proposal must be supported by both supervisors with their signatures.  

  *4: The DCE program coordinator notifies the oral exam date to the candidate and his/her supervisors.

 (5)      If the candidate passes the oral exam and satisfies all requirements mentioned above, the student is registered in the DCE program.

 (6)      After the student satisfies all UEC requirements for the UEC PhD student, the student is registered in the DD modality of the IPN-DCE program*5 as well as in the DD modality of the UEC PhD program.

 *5:  If student cannot satisfy the UEC requirements, student will be a regular student of the DCE program.

 Case 2:

 (1)   Student of the DCE program and his/her IPN supervisor must establish a contact with a potential advisor of UEC, during the first or second semester*6.

 *6: DD program academic officers of both institutions provide required assistance.

 (2)   Student must submit his/her study plan which contains time schedule of his/her activities, including the realization place (IPN or UEC). The study plan must be supported by the IPN and the UEC supervisors with their signatures. 

 (3)   Student must approve the four abilities English test during the first two semesters or the equivalent level in the International English Exam*7, such as the Common European Framework B1 or equivalent score of the other international English test.   

 *7:  All results obtained in the International English test must be revalidated by the “Dirección de Formación en Lenguas Extranjeras” of the IPN.

 (4)   The student starts all procedures required for admission to the UEC PhD program*8.

 After the student satisfies all UEC requirements to become a UEC PhD student, the student is registered as the DD modality student of the IPN-DCE program*9 as well as in the DD modality of the UEC PhD program.

 *8:  According with the schedule of the UEC, the candidate, both supervisors and officers of the DD program of both institutions perform the required procedures.

*9:  If student cannot satisfy the UEC requirements, student remains as regular student of the DCE program.

 

Appendix III

Tesis del IPN en la Modalidad Doble Grado (DD)

 

Requerimientos: La tesis puede ser sometida al comité de evaluación del IPN sobre después de satisfacer los requerimientos siguientes: 

1. La tesis es aprobada por el comité de evaluación de la UEC, el cual estará compuesta por al menos cinco Profesores, incluyendo el director de la UEC y el supervisor del IPN.

2. El estudiante cumplió satisfactoriamente los requerimientos establecidos en el Artículo 49 párrafos I, II, III y IV del reglamento de Estudios de Posgrado del IPN.

Estructura de la Tesis: La estructura de la tesis sometida al IPN deberá satisfacer los requerimientos establecidos en el Articulo 34 del Reglamento de Posgrado del IPN.  Adicionalmente la tesis sometida al IPN deberá satisfacer los siguientes requerimientos:

 

1.     La tesis deberá ser escrita en inglés y deberá incluir un resumen en español.  Si el estudiante es japonés y no puede escribir en español, el director de tesis del IPN o cualquier otra persona puede ayudarle a escribir esta sección.

2.     El prefacio debe ser incluido antes del índice

2.1 En el prefacio, el estudiante deberá declarar que la tesis es una extensión de la tesis doctoral evaluada previamente por el comité de evaluación designado por la UEC dentro del Programa-DD establecido entre el IPN y la UEC.  EN el prefacio se debe establecer cual es la principal contribución de la tesis doctoral y en que capitulo esta mencionada, especificando que esta no se encuentra contenida en la tesis presentada en la UEC.

Nota: La tesis del IPN en la modalidad de doble grado debe incluir: Prefacio y trabajos relacionados en adición a la estructura establecida en el Articulo 34 del Reglamento de Posgrado del IPN.  SI la tesis debe ser elaborada con diferente estructura a la establecida anteriormente debido a algunas razones académicas, el comité tutorial (supervisores) debe solicitar la autorización al comité del programa. 

 

Artículo 34.

 La estructura de la tesis deberá incluir, por lo menos lo siguiente:

 I.                Título;

 II.              Acta de registro de tema de tesis y designación de director de tesis;

 III.             Acta de revisión de tesis;

 IV.            En su caso, carta de autorización de uso de obra para difusión;

 V.              Índice general, de cuadros y de figuras;

 VI.            Resumen de una cuartilla como máximo en español;

 VII.           Resumen de una cuartilla como máximo en inglés;

 VIII.         En su caso, resumen de una cuartilla como máximo en un idioma diferente a los anteriores, a propuesta del Colegio de Profesores de Posgrado;

 IX.            Introducción;

 X.              Antecedentes que incluyan justificación, hipótesis o planteamiento de la investigación, y objetivos;

 XI.            Metodología y desarrollo del trabajo de tesis;

 XII.           Resultados y su discusión;

 XIII.         Conclusiones;

 XIV.         Referencias documentales,

 XV.          Anexos, en su caso.

 Si por razones académicas o técnicas la tesis se deba escribir en una estructura diferente a la establecida, el comité tutorial podrá proponerla al Colegio de Profesores de Posgrado, para la aprobación correspondiente.

 

 Artículo 49. Para obtener el grado de doctorado, el alumno deberá cumplir con los siguientes requisitos:

 I.                Estar inscrito en el programa de doctorado correspondiente;

 II.              Acreditar el examen predoctoral;

 III.             Cumplir con su programa individual de actividades definitivo;

 IV.            Contar con alguno de los siguientes productos, que deberá estar relacionado con su trabajo de investigación: a) Artículo científico o tecnológico publicado en una revista especializada que esté en los niveles A, B y C del Catálogo de Revistas del Instituto o carta de aceptación para su publicación; b) Publicación de un libro o capítulo de libro por una editorial de prestigio, según lo dispuesto en la normatividad institucional, o dictamen de aceptación; c) Solicitud de registro de patente, modelo de utilidad, diseño industrial, esquemas de trazados de circuitos integrados o invenciones ante el Instituto Mexicano de la Propiedad Industrial, o d) Informe técnico final aprobado por el tercero con quien se haya celebrado un convenio.  El comité tutorial evaluará la concordancia de los productos con el trabajo de investigación del alumno, y turnará el resultado de la evaluación para aprobación del Colegio de Profesores de Posgrado.

 V.              Desarrollar una tesis doctoral con las características señaladas en este Reglamento, y

 VI.            Aprobar el examen de grado.

 

 En el caso de las fracciones IV y V de este artículo, el comité tutorial verificará que se otorgue el reconocimiento al Instituto.

 

Appendix II

GRADUATION CRITERIA

Minimum requirements for graduation

 

 

Requirements

UEC

·       Complete at least 8 credits according with the regulation of UEC.

·       Thesis written in English.

·       At least one scientific paper published or accepted for publication with the DOI in an indexed journal.*1

·       Approval of departmental review by each department of graduate school of UEC.

·       PhD Dissertation in UEC with the minimum 5 professors including his/her supervisor of IPN.

IPN

·       Complete at least 162 credits according with the regulation of IPN.

·       Diploma fee is required for elaboration of IPN Degree.

·       Thesis must fulfil the requirement of AppendixIII.

·       At least the acceptation or publication of the first paper *1 and *2 derived from the research during the stay in UEC and a second scientific paper submitted to an indexed journal or a patent application.

·       Approval of the evaluation committee composed by a minimum 5 professor, including his/her supervisor of UEC.

·       PhD Dissertation in IPN with the minimum 5 professors including his/her supervisor of UEC.

 

Notes:

 

1.     Students belong to the Department. of “Mechanical and Intelligent Systems Engineering of UEC (both UEC and IPN students) are required of at least one journal paper and one proceeding paper for the PhD degree of UEC.

2.     The first paper satisfices the graduation requirement established in the Article 49-IV of the IPN regulation.

 The 8 Credits obtained in UEC can be transferred to IPN Credits, which is equivalent to 162 credits of IPN.

 *1:  This subject must be selected among the subjects offered by the PhD in Communications and Electronics (DCE), Master course of the Microelectronics Engineering, Master course of the Energy Systems and Master course of Security and Information Technology. IPN indicates which subjects are conducted in English.

 *2: These three subjects can be conducted by video conference.

Accordance with IPN’s regulation:

 

(1)   A student with more than two failed subjects will be out automatically from IPN program.

       (2)   The CONACyT cancels the scholarship to a student with one failed subject.

 Academic activities without credits

 

·       Middle Term presentation

  

The progress of each student of the DD-Program must be evaluated by at least five professors, including supervisors of both institutions before his/her fourth semester is completed.

 

After the evaluation, IPN format SIP-16 must be filled by the five professors composed of the supervisors of both institutions including at least two professors of IPN and one professor of UEC.

The presentation can be conducted by video conference.

·       Submission of the first thesis to UEC

 

After a student of the DD-Program completed a minimum required credits (8 UEC credits) and satisfied the academic requirement indicated by the Appendix II of UEC, the student can elaborate his/her thesis and submit it to each department of graduate school of UEC and have to take preliminary evaluation of each department.

 

The preliminary evaluation of each departmental obeysthe regulation of each department of UEC.

 

·       Submission of the second thesis to IPN

After a student of the DD-Program completed a minimum required credits (54 credits) excluding the thesis and satisfied the academic requirement indicated by the Appendix II of IPN, the student can elaborate his/her thesis and submit it to the evaluation committee according to the Appendix II. 

The evaluation method and formation of the committee obey IPN’s regulation.

 

·       Dissertation and thesis presentation in UEC

 

After the result of the preliminary evaluation of eachdepartment is successful, the student can apply his/her dissertation and thesis presentation to UEC.

 

The evaluation method and formation of the committee obeys UEC’s regulation.

 

·       Dissertation in IPN

After the result of the evaluation of the thesis is successful, the student can apply his/her dissertation to IPN.

The evaluation method obeys IPN’s regulation.

EL INSTITUTO POLITÉCNICO NACIONAL DE LOS ESTADOS UNIDOS MEXICANOS

y

LA UNIVERSIDAD DE ELECTRO-COMUNICACIONES DEJAPÓN

 El Instituto Politécnico Nacional (IPN) de los Estados Unidos Mexicanos,con dirección legal en la "Unidad Profesional  Adolfo  López  Mateos", Edificio de Dirección General, Avenida Luis Enrique Erro, sin número, Zacatenco,  Delegación Gustavo A. Madero, Código Postal 07738, Ciudad de México,  xico y  la Universidad de  Electro­ Comunicaciones(UEC) de Japón, con dirección  en  1-5-1 Chofugaoka,  Chofu,  Tokio,  Código  Postal  182-8585, han acordado establecer el programa del doble grado entre el doctorado de Comunicaciones y Electrónica de IPN y el doctorado de la UEC.

El convenio fue firmado el día 24 de agosto 2018 por ambas instituciones y operado desde enero de 2019.
